In order to survive on the rough streets of Hamburg, 18-year-old Willi gets by with small-time racketeering. After an arrest, the authorities decide to send him to a reformatory, but he escapes from police custody and falls into the clutches of a pimp who sends him to the gay sex trade. At the same time, Willi meets a journalist, who draws him into hopeless re-socialization projects, primarily to improve his own life. When Willi falls in love with a girl who seems to be even worse off than he is, he sets his mind on freeing her from her dreariness and running away with her.
